Leaders are not elected. Politicians are elected. Their election in turn provides politicians with the opportunity to become leaders. You don’t become a leader by telling people what they want to hear, although doing so certainly helps to you get elected. A politician becomes a leader by telling people what they don’t want to hear. If they are lucky, politicians will never have to become leaders. They will serve in times of peace and plenty, when it’s possible to pretend away the hard facts of the human condition. And they can leave office beloved for letting people believe that the world is the Elysian Fields.

 

Certainly this has been the case for many American politicians since the end of World War II. This is not the case today. In our times, evil rears its ugly head with greater power and frequency than it has in at least a generation. As Americans learned 13 years ago this week, evil ignored is evil empowered…To fight evil effectively, a leader must possess the moral wisdom to recognize that evil can only be rooted out when the environment that cultivates it is discredited and so transformed. To discredit and transform that environment, a leader must have the moral courage to stand not only against evildoers, but against their far less controversial facilitators. In other words, the foundations of true leadership are moral clarity and courage.

 

On Wednesday two American elected leaders gave speeches. In one, a leader emerged. In the other, a politician gave a speech. The first speech was given by Texas Senator Ted Cruz. On Wednesday evening, Cruz gave the keynote address at the inaugural dinner of an organization that calls itself In Defense of Christians. The purpose of the new organization is supposed to be advocacy on behalf of oppressed Christian communities in the Middle East. Ahead of the dinner, The Washington Free Beacon website questioned Cruz’s decision to address the group. Several Christian leaders from Lebanon and Syria also scheduled to address the forum had records of public support for Syrian dictator Bashar Assad, and Hezbollah, and had made egregiously anti-Semitic statements. For instance, Church of Antioch Patriarch Gregory III Laham blamed jihadist attacks on Iraqi Christians on a “Zionist conspiracy against Islam” aimed at making Muslims look bad. Probably the organization’s leaders assumed that Cruz would give their group bipartisan credibility and never considered he might challenge their anti-Jewish prejudices. No American politician in recent memory has made an issue of the rampant Jew-hatred among Middle Eastern Christians. Probably they figured that he’d make an impassioned speech about the plight of Christians under the jackboot of Islamic State, enjoy warm applause, leave the hall and clear the path for other speakers to blame the Jews. Cruz did not follow the script. Instead he used the opportunity to tell his audience hard truths.

 

In a statement released by his office, Cruz summarized the events of the evening. “I told the attendees that those who hate Israel also hate America… that those who hate Jews also hate Christians. And that anyone who hates Israel and the Jewish people is not following the teachings of Christ. “I went on to tell the crowd that Christians in the Middle East have no better friend than Israel. That Christians can practice their faith free of persecution in Israel. And that ISIS [Islamic State], al-Qaida, Hamas and Hezbollah, along with their state sponsors in Syria and Iran, are all part of the same cancer, murdering Christians and Jews alike. Hate is hate, and murder is murder.” For his decision not to take the low road, Cruz was subjected to angry boos and heckling from the audience, whose members angrily rejected his remarks. “After just a few minutes, I had no choice,” Cruz said. “I told them that if you will not stand with Israel, if you will not stand with the Jews, then I will not stand with you. And then I walked off the stage.” Cruz’s action was an act of moral leadership. He stood before his audience of fellow Christians and told his co-religionists that their hatred of Jews and Israel is un-Christian. He told them as well that their bigotry blinds them to their own plight and makes them reject their greatest ally in securing their future in the Middle East. Cruz’s strategy for fighting Islamic oppression of Christians involves uniting all those oppressed and attacked by jihadists. In all honesty, it is the only policy that has a chance in the long term of securing the future of the Christians of the Middle East. For Cruz to reach this conclusion, he first had to possess the moral clarity to recognize that Christian Jew-hatred is a major obstacle to securing the future of the Middle East’s Christians. In other words his strategic vision is anchored in moral courage.

 

The same evening that Cruz was booed off the stage by an audience of anti-Semitic Christians, US President Obama gave a speech to the general audience where he set out his rationale for fighting Islamic State in Iraq and Syria and his strategy for doing so. In some ways, it is unfair to compare Obama’s speech to Cruz’s. Cruz addressed a narrow constituency and Obama gave his speech to all Americans, and indeed to the entire world. A more apt comparison would be between Cruz’s speech to the pro-terror Christians and Obama’s speech to an audience that included Muslim Brotherhood leaders in Cairo in 2009. Indeed, the chief reason that Cruz’s speech was an act of leadership, and Obama’s was the address of a politician, is that Obama’s speech reflected his remarks in Cairo and his subsequent speeches to Muslim audiences and about Islam throughout the intervening years. Neither during his speech in Cairo nor in subsequent remarks has Obama ever called out the world’s Muslims for their bigotry against Jews, Christians and others. Neither during his speech in Cairo nor in subsequent addresses has Obama spoken out against Islamic terrorism or the jihadist world view that stands at the foundation of Islamic terrorism. Rather, throughout his presidency Obama has denied the existence of the jihad, its ideology and the fact that it is a force shaping events throughout the world…

AMERICA'S DANGEROUS AVERSION TO CONFLICT

First it was the Europeans who sought an escape from the tragic realities of power that had bloodied their 20th century. At the end of the Cold War, they began to disarm themselves in the hopeful belief that arms and traditional measures of power no longer mattered. A new international system of laws and institutions would replace the old system of power; the world would model itself on the European Union—and if not, the U.S. would still be there to provide security the old-fashioned way. But now, in the wake of the wars in Iraq and Afghanistan, it is the U.S. that seems to be yearning for an escape from the burdens of power and a reprieve from the tragic realities of human existence. Until recent events at least, a majority of Americans (and of the American political and intellectual classes) seem to have come close to concluding not only that war is horrible but also that it is ineffective in our modern, globalized world…

 

For a quarter-century, Americans have been told that at the end of history lies boredom rather than great conflict, that nations with McDonald's never fight one another, that economic interdependence and nuclear weapons make war among great powers unlikely if not impossible. Recently added to these nostrums has been the mantra of futility. "There is no military solution" is the constant refrain of Western statesmen regarding conflicts from Syria to Ukraine; indeed, military action only makes problems worse. Power itself isn't even what it used to be, argued the columnist Moisés Naím in a widely praised recent book. History has a way of answering such claims. The desire to escape from power is certainly not new; it has been the constant aspiration of Enlightenment liberalism for more than two centuries. The impossibility of war was conventional wisdom in the years before World War I, and it became conventional wisdom again—at least in Britain and the U.S.—practically the day after the war ended. Then as now, Americans and Britons solipsistically believed that everyone shared their disillusionment with war. They imagined that because war was horrible and irrational, as the Great War had surely demonstrated, no sane people would choose it.

 

What happened next, as the peaceful 1920s descended into the violent and savage 1930s, may be instructive for our own time. Back then, the desire to avoid war—combined with the surety that no nation could rationally seek it—led logically and naturally to policies of appeasement…So the liberal powers tried to reason with them, to understand and even accept their grievances and seek to assuage them, even if this meant sacrificing others—the Chinese and the Czechs, for instance—to their rule. It seemed a reasonable price, unfortunate though it might be, to avoid another catastrophic war. This was the realism of the 1930s. Eventually, however, the liberal powers discovered that the grievances of the "have-not" powers went beyond what even the most generous and conflict-averse could satisfy. The most fundamental grievance, it turned out, was that of being forced to live in a world shaped by others—to be German or Japanese in a world dominated by Anglo-Saxons. To satisfy this grievance would require more than marginal territorial or economic adjustments or even the sacrifice of a small and weak state here or there. It would require allowing the "have-not" powers to reshape the international political and economic order to suit their needs. More than that, it would require letting those powers become strong enough to dictate the terms of international order—for how else could they emerge from their unjust oppression? Finally, it became clear that more was going on than rational demands for justice, at least as the Enlightenment mind understood the term. It turned out that the aggressors' policies were the product not only of material grievances but of desires that transcended mere materialism and rationality. Their leaders, and to a great extent their publics, rejected liberal notions of progress and reason. They were moved instead by romantic yearnings for past glories or past orders and rejected Enlightenment notions of modernity. Their predatory or paranoid rulers either fatalistically accepted (in the case of Japan) or positively welcomed (in the case of Germany) armed conflict as the natural state of human affairs…

 

This searing experience—not just World War II but also the failed effort to satisfy those who couldn't be satisfied—shaped U.S. policy in the postwar era. For the generations that shared this experience, it imposed a new and different sense of realism about the nature of humankind and the international system. Hopes for a new era of peace were tempered. American leaders and the American public generally if regretfully accepted the inescapable and tragic reality of power. They adopted the posture of armed liberalism. They built unimaginably destructive weapons by the thousands. They deployed hundreds of thousands of troops overseas, in the heart of Europe and along the rim of East Asia, to serve as forward deterrents to aggression. They fought wars in distant and largely unknown lands, sometimes foolishly and sometimes ineffectively but always with the idea—almost certainly correct—that failure to act against aggressors would only invite further aggression…For a time in the 1990s, while the generations of World War II and the early Cold War survived, the old lessons still guided policy. President George H.W. Bush and his national security adviser, Brent Scowcroft, sent half a million American troops to fight thousands of miles away for no other reason than to thwart aggression and restore a desert kingdom that had been invaded by its tyrant neighbor. Kuwait enjoyed no security guarantee with the U.S.; the oil wells on its lands would have been equally available to the West if operated by Iraq; and the 30-year-old emirate ruled by the al-Sabah family had less claim to sovereign nationhood than Ukraine has today. Nevertheless, as Mr. Bush later recalled, "I wanted no appeasement."

 

A little more than a decade later, however, the U.S. is a changed country. Because of the experiences in Iraq and Afghanistan, to suggest sending even a few thousand troops to fight anywhere for any reason is almost unthinkable. The most hawkish members of Congress don't think it safe to argue for a ground attack on the Islamic State or for a NATO troop presence in Ukraine. There is no serious discussion of reversing the cuts in the defense budget, even though the strategic requirements of defending U.S. allies in Europe, Asia and the Middle East have rarely been more manifest while America's ability to do so has rarely been more in doubt. But Americans, their president and their elected representatives have accepted this gap between strategy and capability with little comment—except by those who would abandon the strategy. It is as if, once again, Americans believe their disillusionment with the use of force somehow means that force is no longer a factor in international affairs. In the 1930s, this illusion was dispelled by Germany and Japan, whose leaders and publics very much believed in the utility of military power. Today, as the U.S. seems to seek its escape from power, others are stepping forward, as if on cue, to demonstrate just how effective raw power really can be. Once again, they are people who never accepted the liberal world's definition of progress and modernity and who don't share its hierarchy of values. They are not driven primarily by economic considerations. They have never put their faith in the power of soft power, never believed that world opinion (no matter how outraged) could prevent successful conquest by a determined military. They are undeterred by their McDonald's. They still believe in the old-fashioned verities of hard power, at home and abroad. And if they are not met by a sufficient hard-power response, they will prove that, yes, there is such a thing as a military solution…

THE MIDDLE EAST’S MAZE OF ALLIANCES

Try figuring out the maze of enemies, allies, and neutrals in the Middle East. In 2012, the Obama administration was on the verge of bombing the forces of Syrian president Bashar Assad. For a few weeks, he was public enemy No. 1 because he had used chemical weapons on his own people and because he was responsible for many of the deaths in the Syrian civil war, with a casualty count that is now close to 200,000. After Obama’s red lines turned pink, we forgot about Syria. Then the Islamic State showed up with beheadings, crucifixions, rapes, and mass murders through a huge swath of Iraq and Syria. Now the United States is bombing the Islamic State. Sometimes Obama says that he is still seeking a strategy against the jihadist group. Sometimes he wants to reduce it to a manageable problem. And sometimes he says that he wants to degrade or even destroy it. The Islamic State is still trying to overthrow Assad. If the Obama administration is now bombing the Islamic State, is it then helping Assad? Or when America did not bomb Assad, did it help the Islamic State? Which of the two should Obama bomb — or both, or neither?

Iran is steadily on the way to acquiring a nuclear bomb. Yet for now it is arming the Kurds, dependable U.S. allies in the region who are fighting for their lives against the Islamic State and need American help. As Iran aids the Kurds, Syrians, and Iraqis in the battle against the evil Islamic State, is Teheran becoming a friend, enemy, or neither? Will Iran’s temporary help mean that it will delay or hasten its efforts to get a bomb? Just as Iran sent help to the Kurds, it missed yet another U.N. deadline to come clean on nuclear enrichment. Hamas just lost a war in Gaza against Israel. Then it began executing and maiming a number of its own people, some of them affiliated with Fatah, the ruling clique of the Palestinian Authority. During the war, Mahmoud Abbas, president of the Palestinian state, stayed neutral and called for calm. Did he wish Israel to destroy his rival, Hamas? Or did he wish Hamas to hurt his archenemy, Israel? Both? Neither?

 

What about the Gulf sheikdoms? In the old days, America was enraged that some of the Saudis slyly funneled cash to al-Qaeda and yet relieved that the Saudi government was deemed moderate and pro-Western. But as Iran gets closer to its nuclear holy grail, the Gulf kingdoms now seem to be in a de facto alliance with their hated adversary, Israel. Both Sunni monarchies and the Jewish state in near lockstep oppose the radical Iran/Syria/Hezbollah/Muslim Brotherhood/Hamas axis. But don’t look for understandable Shiite–Sunni Muslim fault lines. In this anti-Saudi alliance, the Iranians and Hezbollah are Shiites. Yet their allies, the Muslim Brotherhood and Hamas, are Sunnis. The Syrian government is neither, being Alawite. They all say they are against the Sunni-extremist Islamic State. So if they are enemies of the Sunni monarchies and enemies of the Islamic State, is the Islamic State then a friend to these Gulf shiekdoms? Then there is Qatar, a Sunni Gulf monarchy at odds with all the other neighboring Sunni monarchies. It is sort of friendly with the Iranians, Muslim Brotherhood, Hezbollah and Hamas — all adversaries of the U.S. Why, then, is Qatar the host of CENTCOM, the biggest American military base in the entire Middle East? Is Egypt any simpler? During the Arab Spring, the Obama administration helped to ease former president and kleptocrat Hosni Mubarak out of power. Then it supported both the democratic elections and the radical Muslim Brotherhood that won them. Later, the administration said little when a military junta displaced the radical Muslim Brotherhood, which was subverting the new constitution. America was against military strongmen before it was for them, and for Islamists before it was against them…

 

Ostensibly, America supports moderate pro-Western consensual governments that protect human rights and hold elections, or at least do not oppress their own. But there are almost no such nations in the Middle East except Israel. Yet the Obama administration has grown ever more distant from the Jewish state over the last six years. What is the U.S. to do? Leave the Middle East alone, allowing terrorists to build a petrol-fueled staging base for another 9/11? About the best choice is to support without qualification the only two pro-American and constitutional groups in the Middle East, the Israelis and Kurds. Otherwise, in such a tribal quagmire, apparently there are only transitory interests that come and go.

BOOK PORTRAYS EICHMANN AS EVIL, BUT NOT BANAL

More than 50 years after its publication, Hannah Arendt’s “Eichmann in Jerusalem” remains enduringly controversial, racking up a long list of critics who continue to pick apart her depiction of the Nazi war criminal Adolf Eichmann as an exemplar of “the banality of evil,” a bloodless, nearly mindless bureaucrat who “never realized what he was doing.” Bettina Stangneth, the author of “Eichmann Before Jerusalem: The Unexamined Life of a Mass Murderer…didn’t aim to join those critics. An independent philosopher based in Hamburg, she was interested in the nature of lies, and set out around 2000 to write a study of Eichmann, the Third Reich’s head of Jewish affairs, who was tried in Israel in 1961, in light of material that has emerged in recent decades. Then, while reading through the voluminous memoirs and other testimony Eichmann produced while in hiding in Argentina after the war, Ms. Stangneth came across a long note he wrote, dismissing the moral philosophy of Immanuel Kant, that flew in the face of Arendt’s notion of Eichmann’s “inability to think.” “I sat at my desk for three days, thinking about it,” Ms. Stangneth said in a telephone interview from her home. “I was totally shocked. I could not believe this man was able to write something like this.” Ms. Stangneth’s book cites that document and a mountain of others to offer what some scholars say is the most definitive case yet that Eichmann, who was hanged in 1962, wasn’t the order-following functionary he claimed to be at his trial, but a fanatically dedicated National Socialist.

 

If previous researchers have seriously dented Arendt’s case, Ms. Stangneth “shatters” it, said Deborah E. Lipstadt, a historian at Emory University and the author of a 2011 book about the Eichmann trial. The facts about Eichmann in Argentina have been dribbling out, “but she really puts flesh on the bones,” Dr. Lipstadt said. “This was not a guy who just happened to do a dirty job, but someone who played a crucial role and did it with wholehearted commitment.”…Ms. Stangneth…describes the sometimes surprisingly open postwar networks that protected Eichmann, as well as the reluctance of West German officials — who knew where Eichmann was as early as 1952, according to classified documents published in 2011 by the German tabloid Bild — to bring him and other former Nazis to justice. Such revelations drew headlines when Ms. Stangneth’s book appeared in Germany in 2011, the 50th anniversary of the Eichmann trial, contributing to renewed debate about whether Germany’s postwar government had made a complete break with the past… But the core of “Eichmann Before Jerusalem,”…is a detailed portrait of Eichmann and the circle of former Nazis and Nazi sympathizers surrounding him in Argentina, based largely on materials previously available to scholars but never, Ms. Stangneth said, fully or systematically mined. “We waste a lot of time waiting for spectacular new material,” she said. “We haven’t sat down and taken a very close look at the material we have.” That material forms a veritable mountain. Eichmann’s testimony in Jerusalem runs to thousands of pages of transcripts, notes and handwritten texts, including a 1,200-page memoir he produced after the trial…

 

Ms. Stangneth uncovered hundreds of pages of previously unknown transcripts in mislabeled files. She also found evidence that the Sassen circle included more people than scholars had previously recognized, among them Ludolf von Alvensleben, former adjutant to Heinrich Himmler, whose participation in some of the interviews, she said, had gone undetected. Together, in Ms. Stangneth’s depiction, these men formed a kind of perverse book club, meeting almost weekly at Sassen’s home to work through the emerging public narrative of the Holocaust, discussing every volume and article they could get their hands on, including ones by “enemy” authors. Their goal was to provide material for a book that would expose the Holocaust as a Jewish exaggeration — “the lie of the six million,” as one postwar Nazi publication in Argentina put it. But Eichmann had another, contradictory goal: to claim his place in history…
